I can see why investors look at CWR and ITM in the same light but in actual fact the companies couldn't be more different.

But ITM are altogether more speculative, their electrolyser system's are big bits of kit and some of their projects are highly speculative. ITM's shares could certainly be worth £20 by next December but if they don't find a market for their electrolyser system's within a certain timeframe they could be worth far less. That's a big factory to be kept busy - orders are the key.
