We have so much support for the project in the country its unreal, including only recently the Mozambican president coming out and saying that there's a power plant planned for Tete province, as he spoke to neighbouring countries about exporting the electricity Mozambique generates. All of which of can only happen if they approve our project. But having the support of the president goes along way. You can't go around agreeing to international deals and bragging about how good your are as an el presidente if you haven't got your s h i t lined up

Binding JDA should give us the numbers that settle the discussion about value. We should hear about historic costs to be settled, payment for whatever amount over 60% partners have agreed to take, and the proportion of the project we retain going forward.

SP will be worth way more than 20p, given Ncondezi will generate annual revenues of between $250million and $300million and involve tax and royalties to the tune of $1.1billion to $1.4billion. Given extent of tax and royalties over the life-span of the project, and materially helpful exemption from VAT (saving of 17% on profits), and that others such as KIBO want our Tete coal (KIBO working with GE on their Benga project), our NPV must be enormous.

The time line incorporating tariff and JDA process has been made clear by NCCL very recently.
Once the Financial model had been approved by all parties, the tariff was due in within a week i.e. mid-June, as per company guidance. NCCL looking for in-principle support from EDM and MIREME, where at EDM they have former colleagues and advocates for the project. The period to end of July would include tariff approval and binding JDA.

'…the JDA process which is currently targeted for completion by the end of July 2018.'

As per company guidance, '…milestones during June and July'.

I find interesting that they have milestones in June, too, given that by the time of the podcast, the Financial Model was already approved by partners. Is there another one? Could we hear about the Tariff before the month is out?!

Regardless, it is in the public domain, that current plans for tariff approval and binding JDA are intended to be concluded within the period up to the end of July. From this point, if we go by company guidance, then that is four weeks. So within four weeks, we have tariff to hear about and then binding JDA. For binding JDA to be concluded, with enough to prepare, meet, discuss etc. we should be hearing about the tariff soon -- very soon in fact. And then there’s the matter of the Results, which as many have noted, should make for very interesting reading this year :-))

Thinking about it, to have resolved issues to do with RHA and Zulu in quick succession...what would that be worth?

Finally, feeling like we can start looking forward with the kind of optimism we once used to have. Still bargain basement levels given the deal on Zulu ($5million to develop to DFS - and no dilution or loan) and yet our market cap is still £12million.

Indeed, the political will is there. No blockages for PREM, not like there were under previous politics.

Agreed soley, have had a fair amount of contact with the company in recent months. This time I believe that they genuinely feel that they are very close to being able to announce something on RHA. Once announced. the JV and offtakes they have on standby will click into place and they'll be back in operation soon enough. This with a backdrop where the surging Tungsten price is really helping to make the project progressively of value to not just us but critically to any partners we have lined up.

Just had contact with company.

Asked how RHA was going. Naturally, they said that it had taken longer than they had anticipated, that since Mugabe the country was reinventing itself, which at the practical level involved new departments and legislation, including NIEEF no longer in existence etc. I asked if it was still the case that necessary legislation was being processed. They said no, that things were way progressed than that. They wouldn't be pressed on time line or figures. Having learned from past mistakes, they felt it prudent not to get drawn into such specifities, not to mention the sensitivities. But I did get from them that things regarding RHA had progressed significantly and that we could hear, and I quote, 'very soon'.

They were very confident about things going forward.

The deal puts a rough value of about $17milion as things stand (look how we've done better than the derisory £500K for 10% in the early days). Yet have a market cap of £12milion.   Then there's RHA; about to land 90% of the project and where APT prices are surging; deal with partner now just waiting for conclusion of negotiations with agencies over ownership, who in principle terms have already said there is a sound argument for avd sgree to PREM receiving 90% of RHA after debt owed to PREM. But needs to be finalised. And CIRCUM; IPO nearing, possibly September/Oct (last I heard) which will include raising $300million and a similar amount in the form of a debt package. Our stake there is worth £5million. But will be a lot more on CIRCUM IPO (anything upwards £25million to 30million to) Yet, as I says, our market cap remains at £12milion.  Crucially, the ZULU deal has steadied the ship, showing we can move forward and not expect any more dilution.  More to come. The deal is a important start to progressing ZULU. The market reaction showed there was strong interest from these levels. But is worthwhile noting, in my opinion, that if we were initially 0 18 when the RNS landed then we'd be expecting a necessary rerate as clearly 0.18p just doesn't account for the significance of the deal where we have a clear path for ZULU to be taken to DFS, one that involves no more dilution for PREM holders.
