Look to earlier discussions around the ring fenced team of 40 Tanzanian specialists working alongside KIBO team to move the paperwork and legislation forward 's everything is done properly the first time. I can understand the time being taken, even if it's killing me too. Coal absolutely central to Tanzanian plans to generate power to progress the country.

Nyusi (El Presidente) also talking about exporting to other African countries, meaning we will be scaling up in order to create the surplus to sell
In the meantime, tariff on and we await update. Once cleared, binding JDA nailed on. Tariff will be cleared ultimately as everyone wants the project to go ahead :-)

So the president saying (abs clearly wanting) the plant will be built and completely supportive of the immediate expansion of the sector
...it's not that the market knows more than us -- it's that we are the market and we won't know till we know.
All I know is that the last two RNSs don't point to a situation of uncertainty from a company perspective but rather a position of increasing strength and confidence; we have $3million from an II to drill and just arranged a repayment plan for YA, one that points to revenue/income. So something big is going on. We just need a bit more patience.
Article as recent as May 1st 2018, with the Mozambican presidente effectively referencing Ncondezi. So there you have it, from the very TOP, they are building this power plant.They key bit:

What it also tells us if they are intending to export that power, they most certainly be scaling up.

The key clinchers in the near term are 1) Tariff approval, meaning binding JDA a formality, and 2) binding JDA, when we find out what we are worth.
When the tariff is approved, hell will break loose here, and that's a matter of weeks away.
