The 'sector specific' macro environment, accepting a wider global impact, has been particularly hard in the preceeding years, with better underlying conditions going forward beyond specific global developments at the moment.
Your points (primarily) are taking a retrospective viewpoint which reflect the Company's performance in light of that, with the impact of current global conditions taken into consideration.
I'm looking very much at this as a recovery stock going forward, that being the key point and over perhaps a longer timeframe tban you may envisage yourself.
I look at stocks for capital growth in that way, rather than predominantly retrospectively and have done extremely well with such an approach to investing.
From that perspective and it would seem shared by key Management, who have a clearer insight and better research resources than either of us, this shouts out as a very strong Buy indeed for said 'Recovery' from current price levels.
I'm not a pure play 'value investor' and see Petrofac as a superb buying opportunity at these levels.
We shall agree to disagree.
