Prime Minister L. Oyun-Erdene expresses the government's full commitment to support the oil refinery project in every possible manner.
The local assignment of Mongolian Prime Minister L. Oyun-Erden continues in Dornogovi province.

The Prime Minister reviewed the construction of the Oil Refinery and the "Golden Table" industrial technology park.
The Government of Mongolia started implementing the oil refinery construction project in 2017 with the financing of the Export-Import Bank of BNR.
The Oil Refinery project being built in Altanshiree sum of Dornogovi province has four stages. Its "EPC-1" or infrastructure preparatory package will begin in January 2021, and within this framework, construction works such as nine civil buildings, raw water storage tanks, water pipelines, and industrial road canalization are underway. Work completion is 92.4 percent.

Also, work on non-technological facilities such as offices, laboratories, and fire stations continues. As part of the infrastructure work outside the factory, the construction of 27 km of railway, 17.5 km of heavy-duty road, and 110 kV overhead power line was completed and handed over in 2019. Works on the 1st, 2nd and 3rd batches of the oil refinery are in progress and the work on the 4th batch is ready to start. The Ministry of Finance of Mongolia renewed the loan agreement with the Exim Bank of the Republic of India, which made it possible for the construction of the factory to proceed smoothly. Loan repayment has been extended until 2030. While working at the factory, the Prime Minister expressed that the government will support the development in all aspects and said that the government will decide to start the work on the 4th batch of the factory.
With the commissioning of the oil refinery, our country will be able to produce 1.3 million tons of products from 1.5 million tons of crude oil per year, providing about 55 percent of domestic oil consumption.

Oil refinery is not needed for revenue from production BUT have advantage in longer term operation for Petro Matad. Also for Mongol Govt energy dependency strategy which Petro Matad part of.
