Thanks guys for trying to get to the bottom of it.
In a nutsell it seems the protesters want some sort of frwmework in place to mitigate any environmental impact on local communities etc.
Especially given PetroChina track record who in the past did not take environment impact seriously but beginning to get their act together. They obviously do not want MATD to follow same approach like Petrochina in the past. MATD on the other hand been much more professional in tackling any environmental impact assessment.
In addition MATD also presented their full environment impact study for Block V also awaiting approval on that also hopefully pretty soon. That then clears drilling of Velociraptor soon as we get a quote from DQE for Block V also.
All in all these protests are NOT a show stopper.
This is more to force Oil explorers / producers to take ownership of their actions and have some mitigation plans in place if there was any potential risk to environment and communities they operate in or will soon be operating in.

I have been following what i can on fb so please take the following with a pinch of salt. It seems to be like a local council or administrative regional meeting? There is a sole activist protestor as far as I can tell (although a lot of keyboard warriors shouting go girl) She has raised a complaint and today seems to have attended a meeting submitting some document which appears to be about some agreement signed off during lockdown dated June or July 2020 and which I think in in relation to land access or ownership or permissions etc on block XX. She seems to think something should have been put to local herdsmen. Hence presumably she feels something was procedurally wrong or unfair, but as some commentator has said "there are 1000s of these". She also complains of her countrymen acceding for greed so .... Therefore it sounds like a storm in a tea cup to me. I have had a look at RNSs from around that date and I can't see a single reference to sny major news around that date so i'm at a loss. Any one have any idea what she's complaining about? Or what the meeting is about?
Let me understand this because i am starting to get confused on an issue that is already confusing enough.
We have a meeting on Friday that we believe is about drilling on this part of land. A kind of local environmental lobby if you like.
Is this site where we are exploiting oil as i understand it we have the license to exploit for oil or is this a nicety to keep the locals happy.
If this is the site for exploiting oil then it has nothing to do with our exploratory drill i assume. Is the Friday meeting a little hiccup along the way or a major gastric problem we need to sort out. We seem to be getting very little on the ground information ie nothing from the company and it is being left to a few people on this site to help us all best as possible and is their a danger we are either underestimating this or we are over exagerating it. Can anyone help clariy this. Probably a silly question as i know there are a number on here who would like to muddy the waters even further but it is a genuine question and a genuine concern i should imagine.
If more than 10 percent of the mining company's employees are foreign workers, the soum is entitled to payment
According to Article 43 of the Minerals Law, mining companies are obliged to provide jobs for Mongolian citizens. No more than 10 percent of all employees may be foreign nationals.
If more than the above number of foreigners are employed, the soum budget must pay a fee equal to 10 times the minimum wage for each job.
In this case, the soum Citizens' Representative Khural will approve the rules and decide on the allocation and spending of funds in the soum budget. Shanlun LLC , located in Choibalsan soum of Dornod aimag with 100% Chinese investment , has not been operating for the last 6 years, but 3 Chinese citizens work there.
Some delegates believe that it is possible for these citizens to contribute to the soum budget equal to 10 times the minimum wage. The soum CRH has decided to study the issue.
If this provision is implemented, it will be possible to collect more than 150 million MNT a year in the budget of Choibalsan soum. GLA
PETROCHINA DACHIN TAMSAG LLC HAS REQUESTED 51 WORKPLACE ORDERS
According to the tripartite agreement between the Mineral Resources and Petroleum Authority, the Governor of Dornod aimag and “Petrochina Daqing Tamsag” LLC, “Labor force will be openly selected from registered job seekers through the Dornod Aimag Employment Agency”. .. I think what's messed-up the whole situation here is Petro china. And Matd not having proper permit in 2019 and then taking the Governor to court.
PC have been abusing the agreement and have been fined so many times for environmental damage.
We are being targeted so there's is no repeat.
It's simple.
I thing they will give Matd a chance because PC is still producing oil despite all the protest against them.
They had to start employing locals and contribute towards the local community.
Hopefully Matd will get there soon.

badprophet: as we all know and see just now with MATD and elsewhere, production cannot be brought online instantaneously, a slow ramp up would be expected, especially when each well can only generate 500 barrels/day... Looking at the PM investor presentation this slow ramp up is clearly shown on the presentation.
My interpretation of the situation with the refinery and reserves is the Mongolian Central Government will be compelled to encourage field development (a la Heron) and also exploration drilling, to ensure the refinery future requirements can be met... It is no use waiting until you need the oil before you take action, you have to take action in advance to ensure supplies can be met...
So - if GoM are questioning if they have enough oil to supply their own refinery why would they allow PM to export it in the run up to said refinery coming on line? Surely they would tell PM to hang fire until they can take its production. Or maybe just nationalise PM.
I think we are good to go despite all the "Hullabaloo"...over last few days.

They want to both monetise existing Heron Oil discovery and push for further expansion of the wider Heron Oil field.
Been waiting for this moment for past few years. We now on the cusp of major transformation for both Govt and PetroMatad which was spun off by Petrovis as their Oil exploration arm.

-Reserve issues are discussed at the oil refinery. Even when operations begin, there are disputes over the availability of crude oil reserves. Are you conducting exploration and research to increase resources?
-Our oil reserves have increased slightly over the past year. Petro Matad has increased its reserves and has been certified by the Minerals Professional Council.
Areas 19 in Toson and 21 in Tams were selected. Previously, Petro China Daqing Tamsag conducted a large-scale exploration work in a large exploration area called Davst-31. At the end of the term, the company returned the field to the government and handed it over to the Mongolian refinery. The refinery has invited companies to explore the area. Proposals have been submitted to more than 30 companies. In order to increase reserves, these five or six blocks will be negotiated separately with companies on the site and exploration will begin.
Petro China Daqing Tamsag has expressed interest in some of our oil fields and said it sees opportunities. There is a possibility that additional reserves will be approved in some areas of Dornogovi aimag.

Accordingly, the Ministry of Mining and Heavy Industry announced an international tender “to select a contractor to finance and construct an oil pipeline project in Mongolia,” and China’s the state-owned ‘Norinco International Cooperation’ Co.Ltd has won the tender.
On April 18, a cooperation agreement of the project to construct a crude oil pipeline in Mongolia was signed by State Secretary of the Ministry G.Nandinjargal, CEO of Mongol Refinery state-owned LLC D.Altantsetseg, CEO of Erdenes Tavantolgoi JSC B.Gankhuyag, and General manager of Norinco International Cooperation.
Crude oil from the Dornod aimag’s oil field will be transported to the Oil Refinery, which is currently under construction in Altanshiree soum, Dornogobi aimag through a 530 km long pipeline.
Norinco International Cooperation will complete the construction of a pipeline within three years or ahead of the commissioning of Oil Refinery."
