You are correct there are some regulations about how much of the volume can be repurchase on any given day, as this could artificially raise the SP. Yesterday volume in the UK was approx 1/3 of normal trading volumes.
From the new debt issue the key point is the debt is leverage neutral, so it will not add or remove from the bottom line. My best guesstimate is maverick deal had some debts that were maturing and the people at maverick didn't really care as it was being sold. It's likely this was a like for like debt interest rate, so as to be cost neutral.
I'm disappointed they couldn't leverage a better interest rate on the debt, but this could be a by product of the expected high inflation secondary to the trump effect
