It's looking like it won't be too long. The RFQ has been proved for sometime now and that in the earlier days was one of the most challenging pieces of this project relying on the the technical expertise of CERN. With the PPS being almost completed it is only the already proven pieces of technology in between being the SCDLT and CCL modules that need to be installed, tested, documented and so on. I think it is just a slow meticulous process that needs to be worked through but technically derisked as these final pieces of the jigsaw are proven technology already being used elsewhere. When this machine is operating at 230MeV it will be a significant announcement that will open up a huge market. The approval process still to be completed with actual real use on humans is still sometime off but I expect the 230MeV milestone to be a trigger for the SP to recover.
