If the results had been positive for the c19 vaccine- which we have been waiting for 9-12 months- there are some on here who would have been shouting that this could be used as a temperature stable DNA vaccine

RVA’s financial situation has changed since the bilenge negotiations

They have been found liable for many years of non payments to socio- professional and retiree/ welfare groups and the go-pass airport(6m usd) infrastructure tax has gone missing. RVA was said to owe up to £65m at the time of bilenge trial

Similarly the DRC national court of justice ordered RVA to pay 21m usd in July 21 for the destruction of 7 planes owned by the Vice President Bemba- the latter was also imprisoned for war crimes in CAR

Fowler needs to get on the telephone to one of the secretaries of one of the deputies of shungu and leave an Ansa-message demanding what is happening. He could then submit an RNS that negotiations with RVA are progressing well but there is no certainty as to outcome

Here is a long but excellent article on RVA from a unions perspective- it mentions advanced negotiations with Westminster- and plans to spilt off and privatise the security part of RVA, install scanners and institute unfamiliar working practices

It also refers to toxic relationship with aloof management, poor working conditions, delayed pay, endemic corruption etc. William Pambu (and Bilrnge) was hated. Shungu has tried to improve relationships with the unions with multiple site visits evident in the media- his remit is to improve their financial situation which can then lead to improved conditions

The WSG proposal to takeover the recruitment and management of these staff will be extremely difficult. It is evident why a local interlocutor such as AUFS has been introduced. Presumably The Tema model as with portscan will be considered with the local organisation managing staff and WSG providing training, technical advice, equipment maintenance. In my opinion this is one of the reasons for the delay in ratification of the contract

Another reason is that the minister for transport Okendi formally wrote to William Pambu on 28/6/21 with a list of grievances particularly citing neglect in management of airport security- Pambu is the RVA signatory of the WSG contract 6th June- see second article

The market is responding to the bottomline financial figures. Also the DRC delay- vague reasons why- unclear what risks the company is exposed to- have they bought the scanners yet or employed people?

The WSG charging model passes the cost to the departing passenger paid by IATA-it’s not free

Available info confirms from third parties that Wsg were/are in advanced negotiations- however the relationship of RVA management with the unions is toxic- the change of CEO may also have added to the delay

Pambu has moved to head th national bank
He was a Wsg advocate
It is unclear how he dispensed of 22m usd intended to clear the salaries backlog and other arrears
The plan was also to split the RVA, privatise security and to buy 100 smiths scanners- rather than the current brand with which the officers are familiar

Abdallah bilenge was replaced by an interim CEO William Pambu. He only lasted. 6 months before he was also removed due to serious misconduct in June 2021- clearly he was not disheartened by bilenge imprisonment- unfortunately both of fowler’s negotiating partners have felt the long hand of the law on their collar
Shungu held his first inspection visit of RVA sites in august 21 charged with a recovery plan to maximise RVA revenue in view of high debt, understaffing, and poor working conditions of agents- he appealed to their patriotism
