There are various avenues along which this could progress- a covid vaccine delivered by injection is not one of them- it will be a few years too late
The results in December will be important but still only a small milestone- there are now lots of dna vaccines in development worldwide and some much more advanced. They will need to work on marginal gains in efficacy with the nanomerics formulation but not compromise safety, with manufacture at scale, with the plasmid provider and decide on the disease indication and even delivery method. The use of large genes, rna, proteins such as TNF are completely different routes
If the December results are very positive - and comparative with other vaccines in human trials-it means that they is a route to develop with plasmid dna, although a covid vaccine is miles off. They will need much more investment and scientific input to get off the ground
