Not sure if it would be permitted but a solution would be to price the two items in (clear definition of what they can be) and at booking the passenger has the option of removing one or both to get a commensurate discount, take it as it is or even add more (legroom, specific seat, hold luggage etc.). Would the EU then say “you can’t do that, you can’t give passengers the choice of reducing their fare and only buying what they need”! It illustrates how preposterous this is. As long as everything is clear and transparent, with no trip hazards, I don’t see what the issue is.
I went out this afternoon to a lovely little place on the south coast. Popped into a nice pub by the shore, had a pint and then decided I wanted to eat. I had a nice main meal, grilled plaice, new potatoes and salad. Didn’t want a dessert or coffee after so didn’t have to pay for what I didn’t need. The competitive pressure here is a pub nearby who don’t sell real ale and whose food is not as nice (and no cheaper). People vote with their feet and wallets, businesses succeed or fail on their business model, quality and delivery. Perhaps the EU needs a bit of competition. It has a role in sensible regulation but this is venturing into areas it doesn’t need to interfere with.
