'From this point onwards, UK ports are asked not to provide access to any ship which they have reason to believe is: owned, controlled, chartered, or operated by any person connected with Russia owned, controlled, chartered or operated by designated persons flying the Russian flag registered in Russia.'
As the Eduard Toll was already in Belfast I do not think it would be covered for a few reasons. Firstly, the quote above says 'From this point onwards' This would seem to preclude and vessel already in the UK. Secondly, you have the point made by oldtramp in his 17.44 post yesterday it is not clear that the Eduard Toll is within scope as it appears to be American owned. The question is whether it is chartered by a Russian company. Finally the principle that a law is not presume to have retrospective effect unless it is clearly stated that it does.
