I see the unions are not happy. They do make a valid point the £4bn mentioned is not enough to fund the pipeline in fact it would only cover the cost of about two ships so the question is where is the funding coming from. On the bright side if the money is going to every region of the UK some of it has to be heading towards Northern Ireland and HARL is I believe the largest shipyard in Northern Ireland.

I note from the Order Paper that the strategy is being published by way of a written statement so it should be available later today. The Honourable Member for Birkenhead is likely to be demanding a debate during Business Questions in view of what the Minister said last week.

The 190m long bulk carrier Venture Luck is now showing as due to dock in SRQ tomorrow until 14 March. It normal sails in South America but is coming via Dublin and Londonderry.

That is old information so I ma not sure if he is still there. It is perhaps noteworthy that he appears to own the shares personally and not as part of a fund.

Another noteworthy point is under this agreement the purchase of Appledore will be paid off six months early in February 2023 instead of August 2023. I wonder if we will get a trading update at the end of the month in three weeks time. I am not holding my breath.

One interesting thing is my recollection is that the assets of HARL as disclosed in the last set of accounts was only around £50m. So I wonder where the remaining assets to cover this facility have come from. It is possible that they did a revaluation of the assets. Certainly the lenders would have done a expert valuation to ensure that the assets would cover the facility.

At last week's adjournment debate the Minister responding to the debate said that the National Shipbuilding Strategy would be published very soon. I interpreted that to mean it would be published today. However, after checking the House of Commons twitter feed and the Commons Order Paper I have a high degree of confidence that it will not be published today by way of any kind of statement in Parliament today.

This is going to put the SMI conference in difficulty as part of it was to discuss the strategy. It is possible that the strategy would be announced at the conference followed by an announcement in Parliament. that would be irregular.

Consuela ref 17.49 post based on my seven years experience working admin in a public law team I would be surprised if it has not gone to a judge to be considered on the papers. The question is has a decision on the papers been made. At present there is no way of knowing.

Jabido ref your 16.49 post in relation to a JR application if the procedure is the same as in England then if the papers are with the Judge he will make an initial determination on the papers if permission to apply for Judicial Review will be granted and any other connected applications will be granted. If the Judge says no then the application for permission can be renewed into Court for a hearing. If the Court after the hearing says yes then we have a full hearing. If the Court says No then it can be appealed to the Northern Ireland Court of Appeal. Here is where it gets interesting for nerds like me. If the Court of Appeal only hears the appeal for permission and refuses it then the matter ends there. If they grant the appeal it goes back to the High Court for a hearing. Note the UK Supreme Court will not hear an appeal from a refusal of permission.

mcadder ref 12.10 post if they did not file until 14 February then unless my maths is out which is possible they were out of time. If we assume that the three month time limit started from when the license was issued that means the time limit expired on the 8 February. It is possible that they applied for an extension of time which may or may not be granted.

Lottie123 ref 09.05 post I would add that there are indications that in the National Shipbuilding Strategy there will be no guarantees of a particular levels of contracts. I think it was at the last Shipbuilding review that BAe and BAB were giving guarantees of annual spend. It would appear that is not going to continue so they will have to compete for contracts. If that is the case I wonder how HARL will fare.

mcadder ref 15.02 post sorry you are correct the difficulty with the out of time is that we do not know when the JR was filed and therefore if it was out of time.

mcadder ref 13.53 post the suggestion that the IslandMagee JR was thrown out for non compliance with the Pre Action Protocol has NOT been verified from any reliable source. In addition it is inconsistent with the response that Chrisatrdg received to his email to DAERA. If the JR is still alive as would appear to be the case then DAERA would need to file its defence soon if it has not done so already.
