mcadder ref 18.34 post as a preliminary point when it comes to law never rely on a book that is more than five years ago. This is especially true of JR where decisions would have been made more recent than that. That said what you say accords with my understanding of the rules. However, you need to bear in mind that is based on procedural rules for England and Wales which might not be the same as in Northern Ireland.
When looking at time limits and calculating them the question is when did time start to run. In this case we have two possibilities. First, there is when the draft license was issued as this was when the Minister made the decision. Secondly, there is when the license was issued. My view is that the first one is correct. I say this because that was when the decision that is being challenged was made the second was merely the execution of the decision. With the second one no fresh decision was made. There is about a three week difference between the two dates so the answer would be crucial especially if there was no application for an extension of time and the correct date was the first one.
