The Seatruck Panorama is now showing on the Belfast Harbour website as being in port from 17 - 20 March. The Venture Luck having previously being confirmed as arriving yesterday is now planned to arrive tomorrow. I note that there has been no change to its planned departure date yet.

I see HARL have just issued a one sentence statement confirming that no money is owed by Harland & Wolff (Methil) to HMRC.

I wonder if they have something important tomorrow and do not want anything else to get in the way. Unusually for me that is wild speculation without any factual basis.

BDD Pharos docked not scheduled to leave until 20 March
0Q Venture Luck confirmed to arrive at 19.33 today planned departure 21.00 18 March
SRQ W.B. Yeats planned departure 18.00 21 March.
BBD Nothing showing as scheduled to arrive in the next 14 days.

Please note this is as at 12.25 today things can change and something can come in with short notice. I would like to see us back to the eight or nine ships we had docked towards the tail end of last year on a more regular basis.

Consuela ref 18.53 post I have not seen the JR claim so cannot comment in detail about the strength of the claim. However on the basis of what they have said in public it seems to me that they are attempting to dress up a merits challenge as a reasonableness challenge. In a Judicial Review you cannot challenge the weight that the decision maker gives to a particular matter. So in this case merely departing from the views of the NIMTF is not in and of itself evidence that the decision was unreasonable. Equally not following the views of a particular set of advisers does not make a decision unreasonable. What would have been unreasonable is to have taken into account cross cutting issues in coming to a decision.

This is especially true of JR where decisions would have been made more recent than that. That said what you say accords with my understanding of the rules. However, you need to bear in mind that is based on procedural rules for England and Wales which might not be the same as in Northern Ireland.

When looking at time limits and calculating them the question is when did time start to run. In this case we have two possibilities. First, there is when the draft license was issued as this was when the Minister made the decision. Secondly, there is when the license was issued. My view is that the first one is correct. I say this because that was when the decision that is being challenged was made the second was merely the execution of the decision. With the second one no fresh decision was made. There is about a three week difference between the two dates so the answer would be crucial especially if there was no application for an extension of time and the correct date was the first one.

The bulk carrier Venture Luck according to VesselFinder left LondonDerry on the 9th March en route to Belfast. It is now scheduled to arrive tomorrow. When I checked yesterday it was due today. Anyone have a clue what i going on I did not think that LondonDerry was that far from Belfast.

oldtramp ref 08.08 post It is worth noting that HARL is in the running for most of the £1.7Bn in procurements to the end of this Parliament in 2024. Decisions on most of them are due this year on current timescales.

roly12 ref 13.21 post I am inclined to agree with your assessment in particular as the Minister during his statement that 20% of the marks in the tender would come from social value and this would be for all tenders going forward. As HARL seems to have gone out of its way to have a wide supply chain base this would put it in good stead. I have July pencilled in for a decision on the FSS. If the bid does go to Team Resolute then you can expect howls of protest from Labour and the unions.

On page 24 of the strategy it lists all the shipbuilding needs that the Northern Ireland Executive has. Most seem to be medium to long term. Hopefully HARL would be able to get some of this work.

I note that early on in the statement the Minister mentioned Appledore. However the statement did not actually make further mention of Appledore or any actual orders. In an update Linkedin post from JW two weeks back he said amongst other things 'As we progress into 2022 things are moving at pace across all our yards with current projects, negotiations for future projects and some fairly major programs in the future.' In view of the publication of the shipbuilding strategy today I wonder if the reference to fairly major programs is a reference to something in the strategy.

The following tweet shows proceedings in the Commons today. The statement on the National Shipbuilding Strategy is after the Business Question. Before the Business Question is an Urgent Question. So timing wise the Urgent Question is at 10.30 that is likely to last until at least 11. So the statement will be sometime around 12.

Si_Derman ref 08.55 post as one of the largest shipyards in Northern Ireland HARL will benefit. I do not see how the strategy can level up every region of the UK without doing something for HARL either direct orders or Infrastructure grants.
