Putting this up again. Forward selling is not illegal. Forward selling without the ability to settle any associated financial commitments is a breech of financial regulations. As long as you can cover the potential loss you can forward sell placing shares.

All regulated entities are required to risk assess transactions and out in place suitable measures to cover those risks. and in this case Cornhill went ahead without having assets to back the eventuality that the placing did not go ahead. If you have capital to cover this potential loss then you can forward sell.
