I think you are reading this wrong, They were looking to raise the money through placing and open offer. My understanding is they received acceptances on 77% of the total so as a percentage more than 100% of basic allocation was taken.
9th July 2018, Mothercare announced its intention to raise gross proceeds of approximately £32.5 million from the issuance of 170,871,885 New Ordinary Shares by way of a Placing and Open Offer at a price of 19 pence per New Ordinary Share.

The Open Offer closed at 11.00 a.m. on 25 July 2018 in accordance with its terms. Mothercare is pleased to announce that it has received valid acceptances from Qualifying Shareholders under the Open Offer in respect of 133,046,870 New Ordinary Shares, representing approximately 77.9 per cent. of the New Ordinary Shares available pursuant to the Open Offer. The remaining 37,825,015 New Ordinary Shares will be taken up pursuant to the Placing.
