Update on the leak - no chance:
Firstly if there was insider dealing based on leaked info then the FSA would be/have been investigating and as a matter of course they would not inform the company of progress and pending action. They would initially ask for a list of insiders from the Broker with times and dates and also the companies insider list. Thats how it works.
Anyone suspected would have been called and asked to justify their trades.
DB will all most certainly not be aware of what's going on or indeed what's not going on.
So he brings in Dick Tracey to investigate his shareholders and just for good measure the BB awkward squad... to show he's doing something.
The simple fact is that when brokers or their agents approached potential investors they tell them that they're undertaking a market sounding for a fundraise, usually with a general quantum and the sector and the timeframe and further info will be provided if they agree to become insiders. The potential investor at that stage can say they don't want to participate and they are not then deemed insiders.
Of course the smaller the broker, the smaller the client list, and they will helpfully have a list of clients tombstones on their website, and its not rocket science to have an educated guess about who might be raising money... (Have a look at a brokers website to see) if you then spread the word of what you suspect, rather than know, is that insider trading?.... an interesting question, as technically at least that isn't insider trading.
Whilst I'm sure some of the usual suspects would be capable of disclosing insider info, most of these types are probably smart enough to avoid trading directly or put some distance between themselves and those who would trade on the info, but its a dangerous game to play, and these types have big ego's and want to demonstrate how smart they are, there are many examples of people doing just that who just can't help themselves and are now sharing a cell with Big Ron, who's keen to be your friend .
I think this is what keeps happening here, same broker, same phone calls, same group of people, same outcome...
The only management issue here is to that they keep doing the same thing and expecting a different outcome.
