No doubting the Company has treated the coffers in a pretty cavalier manner on occasion.

The regulators fail to take into consideration that Shareholders aren't Charities. It's acceptable in my opinion for the BOD to make decisions regarding Dividend payments.
The regulators would witness a queue at the exits should they decide to take decisions on Dividend payments.
