I am in agreement, laws may come into play aimed at multi national companies who bob and weave over tax, flout legal requirements via bribes etc, forget about obligations to local communities, however Ptal are working with the local communities, are Peruvian run and are working together with the state run refinery, each dependent on the other for success, maybe Ptal not as much as they once did with the Brazil route now proven for their production.
Peru is in a mess economically, they need more investment not less, more jobs and revenue to improve their economy for the better, so from this perspective they need companies to be persuaded to invest more create more jobs and wealth for the population, care about Peru and its environment, this is not going to happen with a big stick, but control of corruption.
It will be interesting to see how it all plays out, as we know ptal from a company perspective are performing well, going from strength to strength regarding production, under cost drills, planned drills, cash on hand, cash generation, and a strong oil price, while the sp is heading south.
