There are various scenarios etc. This will be decided by the rule of law, but as we know, the boundaries between law and party politics are blurred. The outgoing administration was a minority coalition between the Swedish Democrats and Green Party, with the SD being propped up by the Greens (As in the DUP propping up the Tories for concessions etc). In Sweden, you do not need a majority to govern, unlike the UK, where even a coalition needs a majority. The SD have fallen considerably in the polls, which means a minority coalition with the Green party wouldn’t work this time. The political implication is that the Green Party have used mining as a ‘concession’. Another scenario, popular on FB amongst Swedish investors, is that since the last submissions in April, and based on the experience of other mining companies, is that the application is now ‘on-track’, and would be expected to take 1-year.
