I understand perfectly... Some posters don’t understand the difference between the civil service and government... One stands for election, whilst the other, much like a job with the old Water Board, has a job for life. One group thinks it runs the country, and often pays the price when it goes wrong; And the other group actually runs the country. One group gets 13-weeks paid holiday a year, much like teachers (apologies to all teachers and the link to Politicians), whilst the other group, much like the rest of the employed, work continuously throughout the year, with modest leave entitlement. And so, whilst the politicians seeking re-election whileaway their days kissing babies, posing for photos in the local press and posting leaflets through doors, the civil service continues to work tirelessly for the benefit of the country. This situation is now clearly in limbo due to politics, but was absolutely placed in limbo by the civil service, namely the CAB and Mining Inspectorate... So tell me, bar a rubber stamp on the application by a politician, who will actually make the decision? The civil service of course, who as we speak, will be merrily beavering away. That was, in essence, my point...
