Basically it depends what toxins and/or CO2 that is released during the production of the hydrogen, and as electricity is required to produce hydrogen, regardless of which process is used, then it comes back to what kind of electricity is used.
As far as PHE's DMG is concerned, I believe that there will be a small amount of toxins remaining in the ash, but not released into the atmosphere, and there will be a percentage of carbon monoxide in the syngas after removing the hydrogen, so I don't know what "colour" will be applied to the hydrogen that is produced from the process.
However, the hydrogen produced from the DMG process will be 99.999% pure (5-nines) which is suitable for vehicle fuel. But that is a different matter from the "green hydrogen" categorisation.
