I think the delay is a good sign.
If there was to be no award, ICSID would have told RKH's lawyers ages ago: "that's it, bad luck".
If there was to be a small award, that could probably have been dealt with by now, even with the COVID confusion.
The delay is very frustrating for everyone, but probably points to a reasonable award, which has been affected by the drop in PoO, thanks to COVID.
How can anyone reach a proper award evaluation, which all parties can accept, when the PoO is artificially depressed in this way?
Maybe they're postponing the announcement until more normal economic activity resumes, or perhaps they might announce an interim award, with the full award announced once more normal economic activity has resumed and the PoO adjusted accordingly?
Whatever the case, while the silence is nail biting (as RKH's cash reserves disappear), I can only see it as a positive sign.
As I've said many times, with this one you've got to be patient, or you've got to get out and take what's left of your money elsewhere.
