You know, Ralphybabes may have a point:

In 1981-82, Margaret Thatcher was heading for a disastrous defeat in the coming general election, when General Galtieri handed her an opportunity to win some "Hope & Glory", by invading the FI.
Margaret took the bait and won, but at far greater cost than anticipated, so the idea that oil was to be found in the region would appease the electorate for the carnage.
Margaret went on to win the 1983 election by a considerable margin.
So as the country basked in its glory, but also counted the cost, it seemed unseemly to start talking about oil, when Margaret had said that she'd only done it to liberate the 2,000, or so F Islanders.
As time passed, some were beginning to ask "where is all that oil?", but maybe there wasn't any, so best not to ask too many questions too loud.
Eventually DES organised a drilling programme with RKH in 2010, but this ended in disappointment as the "oil" discovery turned to water, so clearly God wasn't on their side.
RKH claimed to have discovered oil in 2010 (Sea Lion), but as Ralphybabes points out, no one was in any hurry to exploit it. 8 years later, it's still there, just as Keith Padgett said it should be in his farewell speech to the FIG.
What was left of DES was acquired by RKH and that was the end of that one.
Condensate was alleged to have been found in the SFB. No one was interested in that, but the fossil fuel myth was given a bit of credibility while BOR was more-or-less consigned to the bin. Hopefully BOR would now disappear the same way as DES had done, although this time a slow, lingering death.
Further exploration was organised in 2014, with the amazing Eirik Raude rig, which everyone said was "state-of-the-art" - weren't we lucky. But it all went horribly wrong, with vast sums of money disappearing down the drill holes, bankrupting FOGL. Another failure mopped-up by RKH, but the possibility of eventual success meant that not too many questions were asked. Anyway, the crashed oil price was a useful scapegoat, should anyone get too nosey.
Funny how RKH kept consuming the failed companies, but never got round to doing anything with them, or its own licence areas.
Then, just as it looked as though things might be about to happen, Noble and Edison both announced their withdrawal from PL001, leaving ARG marooned and friendless. ARG could join BOR to die a slow death, with shareholders watching their dwindling investments disappear, but without anything to complain about.
With only RKH left as a credible option, the IPCC saved everyone from having to admit that this had just been an elaborate scam to provide cover for Margaret's expensive war, to get re-elected in 1983, by announcing that we must all stop using fossil fuels immediately. Any prospect of recovering anything from Sea Lion and the NFB was dealt a final blow, which everyone would have to accept in the greater interest of saving the planet.
