There is a lot of 'spade work' to be done in science labs which is what these people will be doing. Tedious assays, checks, data analysis etc.
The way it works in science is the ones with the Phds - the 'boffins' that you're probably thinking of are in the top rungs and look down on all the other scientists (just normal science graduates) who generally find it a struggle to climb up the ladder.
So yes the £23k salary doesn't surprise me.
