I have not watched the video, but I have heard similar stories on radio phone-ins. Most of the callers who were in dire financial straights were having their allowance cut because they are not in receipt of benefits that they are entitled to and which, once claimed, make them eligible for the winter fuel allowance.

These people will become better off as they are in the 25% of people who are not claiming benefits they are entitled to and need. It was a failing of the previous GOV not to find those who were not claiming what they were entitled to. Not only should benefits be means tested, but pensioners should have to pay NI on their earning / income as the funding of state pensions and the NHS was not designed for the modern age where people live so much longer and costs so much more in their old age thanks to medical advances.
