Wolves. I wouldn't worry to much about the 3 year planning rule as that can be extended with simple consent. So far I can see 6 months lost because of nesting birds, then there is supply and construction problems due to covid and then resubmission to add minor mods due to the formulation of the rest of Protos. Planning does not just cease at the end of three years if there are good reasons for delays. I suspect the rules are there to stop builders and the like just sitting on land banks trying to increase there values.

Further examination of Peels timeline for whole site identifies the following
- Feb/March– completion of the Protos Grid substations to import and export electricity at Protos to the regional grid. This will also give Protos the ability to provide power to occupiers at Protos. This will enable 50MW of export capacity and 6MW of import. Full export of 124MW and 57MW import due October 2023.
- Spring - planning decision expected to bring the first Plastic Park to the UK to process some of the 4.9 million tonnes of plastic waste produced in the country each year.
- Summer/autumn - start on site at the plastic-to-hydrogen facility to turn unrecyclable plastic waste in the region into a clean fuel for buses, HGVs and cars. This is at odds to original planning application for refuelling plant. So the possibilities are for early generation of electricity to resell back to the grid. And or possible supply of Hydrogen transported to adjacent business via tanker. Overall it looks good for a DMG commencement on site in line with Peels timeline. As to how long it takes to complete plant is still a guess at the moment although a figure of up to one year has been mentioned before from start to commissioning.

There is still a dependencies on the overall plastic park application as the following is part of the October whole site panning application. The hydrogen refuelling station would be located on the northern half of Plot 9B, to the north of the PLRF. Hydrogen would be supplied to the refuelling station via a pipeline running from the Plastics to Hydrogen facility on Plot 10B. It would also be possible to supply hydrogen to the refuelling station via tanker. The refuelling station would only be used by HGVs. Whilst it is proposed that the refuelling station would be linked to the Plastics to Hydrogen facility via a pipeline the two facilities would be developed independently, with the refuelling station developed when it was commercially viable e.g. through the establishment of a hydrogen supply contract or when hydrogen vehicles become more established.
3.6.2 The refuelling station would have a capability to dispense 1,000kg per day. This would be sufficient to refuel up to 40 HGVs, assuming a 25kg tank. It is the intention for the refuelling station to predominantly serve HGVs which are already accessing Protos i.e. HGVs accessing other development plots and other nearby businesses e.g. Encirc or CF Fertilizers. As such the majority of the traffic movements associated with the refuelling station are expected to be ‘internal’ to the Protos development area. Nonetheless, the Transport Technical

Note which supports the application has assumed that 50% of the capacity could be used by offsite HGVs i.e. 20 HGVs per day (20 in and 20 out).

I also believe that you have to submit a notification for the work to be inspected. You have to wait for a small length of time say a week and if no one comes to inspect it then you just carry on. Further inspections are required as work progress's under the same rules . It in effect leaves planning permission open till the end of time. I completed all but the final notification on a garage I built and sold the house and garage over forty years ago. Still without submitting the final notification. There was never any questions about it at the point of sale. There was an interesting requirement to present a sample of materials used for the construction to the building inspections office. Needless to say I presented nearly thirty items including screws, wood, brick, sand, cement, stones for the foundation aggregate etc. Only to the amusement of the man I showed them too. He pointed out that all they wanted to see was a sample brick to match the house brick. Still it was my first construction attempt in my early 20s.

Quite right dagenius. If a problem arises during the construction of the first plant that needs a specialised form of widget. I am sure that with so many contacts he knows a company or person that can locate or produce such a widget. With regard to the other guy. He most have contacts in the financial world that would come into use to finance the rollout of other plants. So far I haven't seen who is financing the first plant at its expect £26 million cost. It cannot totally be Peel as I just see them as facilitator to bring all the companies together at Protos. Please feel free to put me right but the total cost identified for Protos is in the order £447 million as stated in the October planning application. That is one hell of an investment for one company to manage.

Hi Dr A, Just finished looking through your Italian link. Has anyone noted the statement about timescale for Polish site. It reads HUI is working on the construction of a factory in Konin, Poland. Approval from local institutions and authorities should arrive by the end of 2022. The activity of this site will allow HUI to produce 2.7 tons of pure hydrogen (therefore to be used as fuel) from 40 tons of plastic waste. Me thinks Protos plant will be up and running before then. Hydrogen service station will be delayed until there is a suitable number of Hydrogen HGVs either on site or bringing waste plastics on park. Peel have stated a max number of 718 HGVs or less in overall planning application. With only a possible 20 HGVs not associated with waste transport. Remember most of the Park has planning consent for other non plastic plants that's why they are keeping the HGV quantities that high for now. After all nobody can complain if the original individual plots have consent for those numbers. On a separate note I just increased my PHE and now added EQTEC to my portfolio. Onwards and upwards I say.

A CEO is not that important Smoking. More important is a sales team to get the word out about the product. Plus any shareholders who live in the area that the planning dept. covers to complain about the councils slow uptake on the Protos plastic park approval. I have to admit that the 104 documents submitted by peel, take some reading. And is definitely not one to be worked on from the kitchen table at home. So hopefully the planners will be back at their desks.

Exactly Dr A. It wasn’t about the siting of the PHE plant as the main stay of the Plastic Park but multiples of different types of plastic recycling that includes DMG technology alongside PET, Plastic to Oil, Aluminium from crisp packets etc etc. It’s all explained in the rest of the planning applications for the other plots made in June 2021. My only concern is. Will there be up to 10 of these parks dotted around the UK? And what of the previously mentioned 77 sites in total? I can only see the 10 parks being sited near to major cities. Would any more than that, need to be linked to Hydrogen service stations. Its still a good bet for future growth and I’m pleased that HUI are interested as their target is to get Poland out of the coal mining business and over to Hydrogen energy production. To employment to some of the redundant miners. Let’s just hope that Putin and Biden don’t start anything silly and there is not a Polish union man called Arturo Scarskinsi putting a spanner in the works.

Quite right LedZep. That's the application that needs to be approved to kick start the whole site including the adjacent Pet recycling plant next to PHEs plant. I don't know if anyone has read through the whole application. But the connected Hydrogen filling station will not be built until there is a need to support all the future Hydrogen HGVs that will feed the whole site. So I expect that electricity will possibly be its first product.

Sorry to put a dampener on this but what happens if nobody wants the job of CEO for a concept company at this moment in time. After all the only other person to take the position was a deselected Tory MP. Just wait until there is a full working plant before worrying to much about a new CEO. HUI are filling the gap to sell the concept and peel are already committed to hopefully completing the 450 million cost of the protos site within the next 2 years.

Has anyone considered that in about 40 years say. We will be mining the landfill sites for plastic waste to feed our plants. Its just a thought.

Yes I was expecting that from the EU. There are other fines also being imposed on the Polish government over their stand on being a sovereign nation and ignoring Brussels on other demands.

I have been following the Protos plastic site and you used to show a countdown clock for when your part of the project is expected to be up and running. Is there a problem as your clock has disappeared from your website?

I hold shares in the adjacent proposed DMG plant and it seemed to me that your recycling plant and the DMG plant are complementary to each other.
So, I was using your clock as a guide to when both plants would be up and running.
Nothing sinister I promise.

It’s amazing how the Romans, Normans and Christopher Wren managed to build such wonderful buildings without a government planning dept.

An excellent and interesting link you posted NutHazard many thanks. It goes to show how DMG is going to be a global winner. Not just in Hydrogen production but in other sources of manufacturing with recycled end of life products.

Daily mail had the same story. So I had the chance to push PHE again on their comments page. I suggest all shareholders do the same when ever the chance comes up of every newspaper comment section. Any story works from EVs to plastic pollution, global warming etc.

Here is a similar concept to PHEs business model. ARM currently under offer for 75 billion.
Arm was based on a clever idea from the outset, but the real stroke of genius was its co-founders’ invention of a novel business model. The company would not manufacture chips, but merely design processors to exploit Risc architecture and license the designs to anyone who wanted to actually manufacture the chips while paying royalties to Arm for the use of its intellectual property. This was astute because chip manufacturing is a hugely capital-intensive business feasible only for big companies with very deep pockets and an appetite for risk. Now wouldn't that be something for PHE to get to.

Just a small point, but when PHE first floated they were around 13p rising to a peak of 24p in 2011. And that was without any form plant, FOAK or otherwise on line. Yet its the possibility of the concept that drove its price up. We now have far more than just a concept to drive this buggy on and upwards. Plastic pollution, creation of a circular fossil fuel industry without burning plastic or oil, coal and gas etc. Everything is on the right side for a money making machine. You wait until the oil industry starts to put its backing behind the concept to avoid the destruction of its oil and gas production plants.
