OGA have allowed quite small outfits to develop fields - as long as they "employ" the correct personnel. As with the Sea Lion drilling - RKH had almost no staff but took on several really good outfits in Aberdeen who managed it. Hurricane did the same West of Shetlands Someone like Petrofrac could do it easily

No - Premier spent most of the 'teens trying to manage their enormous levels of debt on a dreadful oil price environment. Eventually they gave up the struggle and sold themselves to what became Harbour. That transaction took the best part of a year to conclude. Harbour aren't a real explorer - they take over already producing fields and sweat them. Their new fields in the N Sea ran behind schedule and over cost and so they panicked and dumped Sea Lion as "non-core" - they were never comfortable about a green-field new venture a long way from the UK to start with.

It was an a easy win if they'd proceeded but they're risk averse compared to some other outfits.

I've viewed them on the ground from the perimeter and from other pictures - Company, DoD, GE, Twitter etc

In my experience of construction sites and factories - neat and tidy almost always means relatively clean - scruffy, trash filled sites are almost always dirty - it's in the minds of the operators on site.

That is very true - UKOG have always tried to do a neat job. Compare it with the state of Brockham (tho that was cleaned up a bit a year or so back) and some others............
