If you split the assets Navitas can pre-empt the Sea LIon part - it's got to be a corporate transaction ie a full takeover of RKH, to avoid that

These are shallower than most CNS wells - the exploration wells were drilled and cored in 3-4 weeks so you 'd say 60 days should be enough to run a production string

I recall there was a statement over the Xmas period that Phase 2 would be 2-3 years after 1st oil on SL? Was this referring to the start of planning, drilling, or production?

Table 5.3 shows

Drilling Phase 1 starting in Year 2 Q4 to Year 4 Q2 with First Oil & SIMOPS in Year 3 end Q4

Phase 2 drilling starts in Year 7 Q2 until Year 9 Q1 but with production from the start

as we can take 1 Jan 2026 as the start point thats First Oil end2028, phase 2 drilling & production starts 20232 Q 2

It's not the Licensing Round really - all they have to do is to make a statement saying the Pre-emption rights in JOA's are now null & void and that they won't approve any transfer made under such provisions- the lawyers won't like that tho' so it may only apply to new licences.

Well they haven't said anything that I've heard. Probably they are facing political reality but hoping it will never happen. The Treasury will be EXTREMELY displeased if they have to fork out - it would be very bad for one's future career in the Civil Service I expect. Not that anyone at the NSTA is a high flyer - O&G has always been a total backwater.

The rules are the same.

Version 2.2 dated June 2018 of eh OGA (now NSTA) Consolidated Onshore Guidance document satates on page 7

"2. Licensees

All companies on a licence share joint and several liability for obligations and liabilities

that arise under it throughout the lifecycle of the licence. All companies on the licence

share the rights conferred in the licence.

Licences can be held by a single company or by several working together, but in legal

terms there is only ever a single licensee however many companies it may comprise.

Note the phrase :-

It's an anouncement about the extension of an existing pre-emption right. I'd take that to mean that it now drops back to the JOA which will cover pre-emption of the Licence only, not the whole of RKH. That sort of thing was stopped in newer licences in the UK quite a while back, but it may still be allowed in the FI. Pity, because it definitely makes possible buyers more leary. It does however open up things for a bid for the whole of RKH as a way to get into Sea Lion.
