I am surprised that there has not been a TG lead announcement of who has applied and they are now undergoing testing

I see no point in Sepco not funding what is needed, why fund to fail?

The date of Sepco buy in is uncertain. Is this because internal SEPCO due diligence is awaited or the New tender process is key?

The SML is for a a coal mine for power supply as opposed to an ML

Should the SML be issued then perhaps that is a pretty broad hint as to where this is going, Sepco may be happy with that, or not.

No reasons given as to why coal sales cannot take place to fund the project. More so if coal sales are to other power projects. Like micro power projects that we may now have an interest in and and are not so capital intensive.

sorry it has taken this long to think about your view that the SML means that coal cannot be retailed outside of PP use. As the power plant is going to take three years to build i would e surprised if flexibility for retail,sales is not built in, have to get income to cover the annual fees etc.

Possible sales to another up and running power plant that needs coal?

Interestingly NDC have identified that two power projects are being held up at PPA as Tanesco cannot agree the tariffs. does make me wonder what they will make of tariffs in the newly announced tender process.

Will Tanesco end up with a bank of unrealized projects at PPA level all on account of not agreeing tariffs.

Industry is paying far more for energy using diese, and I suspect would be very happy to accept tariffs at the proposed rates that Tanesco cannot agree!

Sepco buy in will suggest they do not care. Further down the road when Kibo take on the full stock allowance I suspect MED will be Kibo and the old board from MED will be history

LC did not just take on MED he made certain that the Kibo BOD ran MED from the off. Getting out of a business is always number 1 on the road map when getting in and LC has structured the BOD to reflect that important point.

As for everything else we are all just going to have to wait and see. I remember when LC did a podacst when the MOU had been signed and he was very hopeful of closing a PPA prior to acquiring new business opportunities .

6 months later and we have the opposite. I agree LC is not to blame for the TG.

I still have not made up my mind if this procedure is old for Solicited approaches or for new Unsolicited approaches.

I am not sure if Tanesco knew they were obliged to follow this route as Solicited and unsolicited applications may be treated differently

As for the limiting to 1000mw per location. This may be a case of 300mw limit per tender process per year and there may be two per year ?

I agree it is difficult to follow as I would suspect that the economies of scale built into the PPA process probably derived on future participation.

We do not even know the results of the process so speculating one way or another is probably not realistic. The TG know they are not doing themselves any favours and yet if they just give us what we want because we want it, they may have issues with legal challenges.


For all we know we may be the only applicant that ticks all the boxes for Mbeya.

That the tender looks like a joint submission with GE and Sepco tell us it means more than just a piece of paper

Sepco wanting to buy in on the cheap does not have to be accepted. They know GE want to be collaborative

I think the hint is in the document stating that this process was established back in 2013

The last thing the TG need is an entity running to the court crying foul because the 2013 rules were not followed

I suspect the AG has seen this and told Tanesco to comply even if at the end of the process it is entirely cosmetic.

I admire your optimism. yet, I believe we would need to have something to sell to be bought out. Should all three African projects, plus MED get the green light, then anything is possible. Until then it is just a nice thought.
