The steps you identified taken by the TG and or tanesco have not been Libo/LC specific. One day you may get a moment .a personal epiphany start to see the merest chink of light.

The TG did not know what to do or how to do it. Now the new AG has stepped in and is taking them in the correct direction. Tanesco have had the correct procurement documents dated 2013 and have failed to use them. The recent court case has highlighted this deficiency.

BB what I do not understand is why your research is so poor that you have not grasped this, being the bright guy you are.

I believe that Kibo is on the cusp of a very positive achievement and take the view better late than never.

Shrubby i do not know what other plans the Chines have in Tanzania. I would expect the central Chinese planners of the OBOR will now insist on basic infrastructure projects such as power generation. I dread to think what is happening at the large Chinese cement works if they were forward planning on Power support from SEPCO.
