As far as funding is concerned, we have had predictions periodically on this bb, since about March 2019, about an impending " placing," but as yet it has not happened. And here we are in January 2020. So the LOC route, seems one of the available options the Company has been persuing.
Your " $25 " figure was about what I had " guesstimated " at and agree with your appreciation that margins will be reduced, over a period of time, as numbers increase. But revenue also increases.
If you look back on the Mysore project, which was also a success in the evolution of Cyan/CyanConnode, Mysore was an IPv4 project, from what I remember. This situation is changing and momentum is gathering, with the Omnimesh development, including the Hybrid RF/Cellular solution. The CyanConnode solutions are being noticed, I feel, as you and others appreciate also, on a global scale.
But the Indore installation does seem like the IPv6 project breakthrough, that we have been looking forward too.
Genus Power were a Partner of Cyan some years ago, then Partnered with a Canadian Powerline Communications Company, I seem to remember, which I believe did not work out for them. At least as far as India is concerned. So they Partnered again, with CyanConnode.

We understand that there are a number of tenders entering the final stages of discussion, over the next few month's. Not least as the Indian Government have more recently repeated the " 250,000,000 " figure for installation, over a three year period. Although Anil thinks it will be more like 5 years ( Ish.) But time will tell.
