I think that the Indore project has been generally highlighted recently, along with other successful CyanConnode RF installations in Mysore, Gujarat, Andhra Pradesh and Mumbai. As is shown on slides 4 and 12 and a report on slides 16 and 17, on Anils twitter account. ( Click on the first photograph of 6, on the right-hand side of the page, for the slide-show.)
Whether the ISGF will cover the Indore project specifically, will have to be seen.

I do not see the ISGF/EESL, as being in opposition, as you put it. Although a number of the challenges and observations that the ISGF highlighted in the report that you posted, from November 2018, that EESL and DISCOM's would, in their opinion face, have since been proven correct.
Which may, in part, be the reason for the November 2019 EESL Inspire " ..... closed-door round-table event .... " which included EESL, IntelliSmart, the National Investment and Infrastructure Fund ( N.I.I.F.) and other stake-holders, including CyanConnode.
The ISGF Bulletin is, I find, a general monthly report on the Indian Smart Grid development, including news on electric meter projects/solar projects/electric vehicle deployment/renewable energy deployment/smart cities/etc., as well as other global news on similar projects.
