CFB, yes Tesla have a camera housed in the rear view mirror stem but the camera is at least a few years old, the ECU at least that and the camera hasn't been switched on as you say.
It'll take some software update to monitor the driver in any meaningful way. Also since it's not chip based there has to be dedicated hardware to do the visual processing. Or they could just add it to the processing time of the hardware they use for the radar, other camera systems etc but thats probably not a great idea.
Most Tier1's and OEM's are stressing over the processing power they need to do it right in cars coming on to production in 2020. If and when Tesla do switch the camera on and if they want to collect the data then there are privacy issues which would be substantial - that's why it has been mentioned that Fleet are the only way to collect data in any meaningful form.
