Presumably he is finalising a deal of some sort - if that's indeed the case, the question would be what type of deal, with whom.

He must have been aware of the impeding EIA request due to that leak to SIOL.net about 1 - 1.5 weeks before the official statement from ARSO, so he must have started preparing something bigger in advance: for all this flaws, he is not a complete moron.

It is a utilities company that services business clients. It dropped massively last autumn after a drop in profit - apparently due to accounting or tech issues which had hidden the fact that this company was not as profitable as it previously appeared.

They are probably super-bulking the appeal with the arguments mentioned in relation to the full legal action for damages.

This coming Monday probably: two full weeks + a working day to take into account the time for the notice of decision to have been served to Ascent. Probably. “15 days” is a common continental European practice to mean two weeks I believe.

Any views as to whether they have good bases for that?

It would be great if Ascent gets enough funds from a litigation finance company not just sue Arso and the ministry but also to launch a criminal complaint against certain individuals involved (just like JL is experiencing in relation to his action regarding the railway tender while at the ministry of infrastructure - it was launched by one of the companies affected by his behaviour). That would probably accelerate things because it would mean people cannot scupper things, then hide behind their public office and move on later without being held accountable to the full extent for their actions (whether they were wilful or as a result of unprofessionalism).
