They have not.

Let’s boil this down to the bare facts.
1. The swedes have not stated a timescale for the decision
2. Kurt chose to go out on a limb 2 months ago with the “ before the summer “ comment
Now, either he has a document which states this from the government, or he has conjured it up from his imagination.
If it is the former, he should be quoting it’s source. As he hasn’t, he has made it up from who knows what motives.
If there is no decision tomorrow, the “ before the summer “ timescale has passed and he has been found out.
He should not have stated via an RNS any timescale at all, imho.

There is nothing wrong with the process at all.
It is the individuals who should be applying the process who are unfit for purpose. Unless and until that changes, the nuts and bolts of the process itself is irrelevant.
