Dr Pineapple, It is likely to be before that because much of the infrastructure being built for the first plant will not need building for the second plant, entry and exit roads, drainage from around the working site, electricity from the sub station and so forth.
But this is one huge mine and will not be up in two minutes.
120,000 to 130,000 tonnes per year is good production and will do meantime.
Plus I think the Mali Goldfield will be sold between the plants.
If a JV is happening, it could be JV cheque this year, production next year, Goldfield sold 2024-2025, second plant production 2025-2026. Not sure where the other Goldfields could get dropped in.

Lithium has risen at times to over 6,000 dollars per tonne, Kodal's annual tonnage has risen in second stage to 350,000 tonnes per year.
Bernie says the figures are huge and even significant in the lithium market.
If it was a toy town mine, like the French lithium mine or Prem's test plant it would be moving much quicker, but this is big, really big and any associated finance or penalties would be significant even to a company like Ganfeng, by nature this is going to be complex and slower.
However on the other hand the returns....

It is that silly time for the keyboard clowns, seen it with most of the popular share companies at major inflexion points.
The share price remaining low makes investment decisions easy, it is when they rise too high too early that it gets to be a more difficult decision.

Avo, very strange time to sell when the lithium resource is fully derisked, but the share price does not reflect the asset value.
The only problem with Kodal, if you want to call it a problem is that the asset value is so high that the contract becomes a very high cost and high risk to the other party, ruling out the little and medium sized companies.
Most companies could not underwite the contract.
Bernie has communicated the size of this resource in global terms as well as financial terms.
This is so big that nothing will be rushed.
Second stage 350,000 tonnes per year, then we have further plots to work.

Avo, quite an achievement being invested for over 10 years, when the actual 10 year mark is December this year, 12 months time.

Mali could not be better for mining, they are the fourth largest gold producing country on earth and it is their largest source of income.
They understand mining, they have knowledge and experience of the highs and lows through gold mining.
They will understand 100% that lithium has a short high profit window then will drop in price and demand then fall behind gold in value, but still a good industry for them to add to their nations industry.
Other countries are a complete disaster, Mexico as one example, other countries with little experience of mining all sorts of crazy ideas.
France with that 'massive' lithium mine, at 34,000 tonnes output per year it is a little tiddler.
Mali is a great place to mine and it is why there are so many major mining companies operating there already.

The government of Mali is concerned that a lot of gold mines, during a period of high gold prices, for which they issued mining licences are being sat on, mothballed for no legitimate reasons.
So they are looking at their approach to future mining licences again.
Our current mining licence is a perfect example, it has 12 years to run, with further 10 year block options. It is too generous and plays into the hands of multi nationals which can afford to sit on a lot of mothballed assets
Lithium is different, there is a 10 year estimated high price high demand, then supply will catch up and gold will be king again.

You can keep an old car, other countries do this and do not understand the UKs obsession with new cars. Technology will catch up, ev for high milers over the next 15 to 20 years then something else.
Watcher the World is over populated - population trust did loads of work on this. Migration hides the issue.
News channels, government's, websites etc can't cover the subject because it means that the public have to change and do something, that is a vote loser, TV rating drop or less clicks on their website.
