Another deal going through with Leo Lithium who have Ganfeng behind them on another large plot.

Then over 200km square to explore lithium in addition to both of those sites.

It should also be remembered that Hainan is partly owned by the Chinese government, possibly Ganfeng at Leo Lithium too, with much of Mali's GDP coming from China.

Russia and China have today and historically close links.

I doubt that the Mali government will do anything to disrupt that relationship.

Mali is neighbouring a country at war, movement of fighters and arms is a big nuisance in the North.

The UN is not stopping that war, they are present but not getting it under control.

Turkey had a similar issue along their border with Syria and in the end they moved their border and created some ground that they could control - when they shot down a Russian helicopter which did not know the border had moved.

What is more important than a few freedom fighters/terrorists is a stable economy.

The discussion around percentage is just that at the moment a discussion, the percentages are not set.

The only part, not from the mining company perspective but local people perspective, is changing action from the mining company in the local area to a percentage of money, which will have to be paid to an official. Then it is doubtful that all of the locals would get an opportunity for education as an example the way they would when the mining company pays directly to the school. The money may find its way elsewhere.
