Onlyking, I took it a different way, I think that he diplomatically informed us of what previously happened and what was about to happen without placing any additional time to complete the process all at the government's door.
Investors are an emotional lot and an African mining dept would be horrified at investors comments if they thought that the mining department were to blame.
Contrast this with Leo Lithium, their presentations were bordering on boastful about early revenue from ore, there were at least two presentations released on the subject, then in the African press they made a big deal on employing their first contractor, but also proclaimed that the deal was in two parts, an early contract to work the early revenue stream of ore, secondly when the spodumene plant was up and running.
All of the mines are allowed to ship ore for various tests.
It is difficult to impossible for Leo Lithium to say that the ore heap on their mining site was for samples only after going so public about their intentions. So if permissions for ore mining and sales are not in place they are in a difficult situation.
Contrast that with Kodal, the government wants a different submission, even though they worked on the first submission for around 8 months they made no fuss and completed a new one, the government would like a presentation no problem they will put one together.
No doubt the government will be wondering if a phased development initiative could assist Mali mining companies to join the larger miners too.
But Kodal no big boasts, no major press releases just get on with it and work with not against the mining dept.
