It matters not ,it is a non binding MOU, it doesn't matter what spin Hardman put on with words, hence I would rather base my understanding upon the facts.
On your second point "HES are produced by different companies who win a contract, so does not mean that CC HES cannot deal with all meters, if HES is the problem. In which case CC HES would be an essential item."
Where have you seen that that there is more than one company providing the HES? If you could provide a link it would be helpful. If that were the case you would have multiple meters communicating with multiple HES many of which could not talk to each other, now I don't think even the Indians are that stupid!
Imagine in the UK there was more than one DCC and each supplier had their own meter,it would be like the Smets issue on heat with customers potentially losing the smart service each time they changed.
If you read the document explaining the 3 month delay until March it is clear to me they are giving Comms providers time to prove their system is compliant (POC) This is only my opinion of course and I'm happy to base my risks around that.i have been involved in similar pieces of work to pull various systems together at one HES albeit in a different sphere. I know all the potential pitfalls ,believe me lol.
