The hardest part of that is defining what exactly is known, that constitutes insider info.
Ultimately it boils down to knowing that a specific piece of news WILL be published imminently, news that is also expected to affect the share price.
As the non exec chairman will not be running operations, or signing contracts or agreements, there is likely loads of inside info that he doesn't know, things which JM would know, but the non exec chairman would not, as it's not part of his role, as he is looking after big picture stuff, not operational stuff.
He would have known about MSC progress because that is the QFI Marine programme and it's huge, it's a whole sector of business. Once that agreement was signed, he was therefore allowed to buy, and took the opportunity.
