The process that makes MSAR can produce a fuel which is low sulphur , which does not require scrubbers or fuel which is not low sulphur, which would require scrubbers. It depends on the properties of the fuel before the MSAR process.
WIth respect to the question about typical consumption. A typical general cargo coaster 100m length engaged in charter consumes about 7 Tonnes a day. They would be already fitted with separate fuel tanks for MGO and HFO so the HFO tank could be used for MSAR. These small coasters would not have scrubbers fitted. Oil tankers, however do often have scrubbers used for the production of intert gas for their emptying cargo tanks. I dont know if these existing scrubbers would be suitable for use as "general service" exhaust scrubbers
