They are buys, get a quote yourself. Its just clowns in the city doing there best at screwing people over. In these SEAQ stocks its free reign for market makers to mess around as much as they want. If there is an institutional seller, they rarely sell into the market, so they place sell orders with market makers, who then continually suppress the spread. Stock markets have been on a rampage so what does the odd bad apple mean to an institution, its there clients money anyway. Selling 5% or so of such an illiquid stock can drop the price 50%, but they couldn't care less.
Check i3e for example, recent placing at 37p, it seems the flippers are happy with a 3% return. There should be lock in period for placee's or its too easy.
When these stocks go back up again from the long and seemingly constant drops, people sell far too early, when holding or buying more is the most profitable cause of action due to the overhang clearance. Hence why people often buy only when a stock has jumped 20% or more!
