I think, though I can't be certain as BH2 is on the spectrum, but the use of the $ sign in one version clearly points to very early admission to the Nasdaq.

I'd imagine they are compelled to report something once they spot it. They wouldn't be doing their job otherwise. (Like a gas safety test, the Gas Safe technician turns off your gas by law if they even sense a specified problem and calls the network to report the issue.)

Which would mean filters in all washers manufactured by the end of 2027? Anything without a filter couldn't be sold once the deadline passes so they wouldn't want un-sellable old stock. Manufacturers would be preparing to have filters in new designs from now on I'd imagine.
