On my reading mine closure plans are things in action, developing and changing under the stewardship of the operator. So without arguing the point, I would put it another way. That the operator, a new one, will have the responsibility of persuading the regulator that it is in a position to fulfil its environmental responsibilities at end of life of mine. However that might be achieved according to regulations.
I don’t know, but cannot see Newmont carrying closure costs on its books for all its divestments, no longer under it’s control, but costs that may form part of negotiation around price.
