The morning dips are obviously based on rumour. However, my reading is that Boris is very much in favour of opening up, there has been a full mass media lobby pressing for lockdown [which will also have direction towards the discussions around the green list]. As I posted before, when a lobby group goes public it tends to indicate they are loosing the argument behind the scenes. The mass media campaign did not look like a spin campaign to set people up for bad news. Also note there is the problem of the larger population being restrained in their freedoms thanks to small groups keeping themselves isolated wrt social distancing and vaccination policy and the potential associations made and reactions. Things are strained enough bubbling away under the lid of the pressure cooker already. I'm glad I am a long way from London these days.
So politically I can see Downing street moving to extending the green list, and into areas the larger population will find acceptable, Canaries, Balearics and some Greek islands that we all might be referring to at the end of the day with a brand new name for a Greek island group. Removing Portugal will be politically very difficult but we may hear warnings and statements and reminders that things could change and possibly asking for volunteer isolation if possible and volunteer additional testing [NHS free maybe] for return holiday makers. That gives an opt out latter if Portugal is moved saying there wasn't enough voluntary effort by holiday makers returning from Portugal. I expect to hear some travel advice that places like Spain might find offensive, to the effect telling Brits to avoid contact with Johnny Foreigner in the Canaries lest you catch the lurgy! Keep Brits to Brits to avoid picking up anything from the Spaniards in the Canaries - that is also a possibility.
I expect a few others in the carribbean to also be added and I will guess they will be mostly be on the cruise routes. But that area is much more uncertain because of the Latin American and US travel routes into the Island groups, so it might be very restricted.
