Things like India refusing to export wheat, like they did with pharmaceuticals during the pandemic will drive countries to want to assure production, for many, the UK for instance, the land available is full to capacity or unsuitable so alternatives may well be sought, they might be more expensive that traditional growth initially, but if there's little else then there will be a driver for it, when you cannot trust global supply chain to supply and agreements to be met then you need local sources. Vertical farming, cellular agriculture displacing meat productions to allow land use for crops, all can help.
