Expanding on what you say, they find 330BN to limit seasonal deaths from other flu' virus rising 20k (from the usual 8k) but could not find it their hearts to produce 1% of that as a guarantee (not actaully cash) for the sake of 85k people , many of whom who'll possibly be suffering more than that 12k and some will be included in that 12k, no doubt.

In these instances I have never seen anyone get charged for the transaction. It will be AAL who suck up the the charges - the least they can do. As for timescales, I am expecting the latter part of the first week in April. The cheques and Crest payments will be going out no later than 30th March so by the time the payments are received and cleared I would expect that to take a good week. I have no doubt that, to preserve cash flow, AAL will send payments out on the 30th by second class post.
