What does issued publication certificate mean....
The issued publication certificate is a legal and official document issued by administrative bodies, such as court offices. The purpose of the certificate is to disclose to the interested parties of a process the decision period for it to be fulfilled within the law.
This document is prepared after the judge has evaluated the case records and, thus, the parties involved are notified in the Official Gazette regarding the judge's order.
In summary a publication certificate is issued when the certificate that the court registry prepared on a case was published.

The text reads to me that authorised/instructed payments to be made to Labour & other creditors BUT they want more information on the payment to TCFEL ... so doesn't read to me the Rail survey payment has been authorised at all ....it clearly states regarding that payment they will ask for additional information of the debtor

@jimb. The only decision I see that might go against us at the moment, though unlikely IMHO, is the one @Bannor pointed out related to shipping another $10m net.
