Probably not, but it would provide funds to finance the consequences of their actions. These algorithms are deliberately addictive and insufficent money is spent on internal monitoring to prevent children being exposed to highly inappropriate material. They also site their HQs in Dublin to minimise corporation tax. Clearly regulationof the internet would be needed in addition to taxation.

The 16 Feb RNS stated they were mobilizing the G40 rig to A5 Deep Well site, on the 25 March the rig was onsite, next week will be 3 months since the rig was onsite - surely the A5 Deep Well sidetrack has commenced by now, nearing a flow test? It shouldn't take more than a month or so to complete a 400m sidetrack - drill problems?
The Block 8 license is 2 months on since CC said it should be signed off in 'weeks' by the Energy Ministry, but we're still waiting on the completion of the acquisition of Procyon Investments FZE, the UAE registered owner of EPC Munai LLP, which is the Kazakh registered owner of the Block 8 Contract Area - pretty much like his unrealistic TD timeframes (4 months for the 803 Deep Well to TD lol). The two wells that have been drilled on Block 8 are ready to test, have the perforating pipes been put in place ready for the frack charges to be fired, probably not, let's hope the drilling fluid is the right balance - we don't have to worry about having a stuck pipe on these two wells ;- )
I don't think it will be the next RNS that lights the share price, but the one after July-August when these wells, 803 Deep Well (and possibly 802), B8 license/ other and CE to boot have come to fruition along with the 8 August shallows due diligence deadline being met with a nod to buy the shallows. It looks like CASP are cracking on with the shallows with 815 Shallow Well tender - no doubt incase the shallows sale doesn't go though, 155/ 806 Shallow Wells should have hit TD by now so I'm expecting confirmation in the next RNS - this-next week?
A5 drilling/ 802 Specialist onboard or Block 8 license could surprise, though not holding my breath here.
With the A8 Deep Well drilling to 5,500m and fracking/ flowing with no problems it would seem they've cracked the right drilling fluid balance so perhaps we've only got to worry about stuck pipes and blocked frack holes from now on? we'll soon know for sure when they frack the two B8 deep wells, 802, 803 and the A5 deep well in the coming quarter, which are all being drilled to around 3,500m-4,200m a lot less shallower than the A8 Deep Well was drilled to so hopefully a bit less pressure/ heat to deal with re drilling fluid balance etc..

2 weeks to AGM, anyone going ? We know that it’ll be the same old script but important to ask questions f2f. As we know they’ll answer shareholder questions offline too but important to see the reaction when questions posed/answered .
We’ve seen the latest presentation last year so how are they doing v strategy ? Actually what is the strategy ?
- What are they going to do if no success at BNG deeps this year ? New CPR to sell it ? Likely value ? Partner ?
- if drilling successful, what’s the plan ? raise cash and go with FDP, sell or partner ?
- Is the CE charter happening, if so, when? Are there more charters likely in 25 ? What is the CE sale value ? Would you opt to have a very small carried interest in future projects rather than take cash ?
- What is the plan if Absolute deal fails ? Are there other interested parties
- Block 8 status - nothing communicated on the deep drills apart from awaiting licence and test. Were there oil shows ? why haven’t we had the technical detail ie coring info etc ?

The resolutions are not uncommon. And the preemptive right one is quite common since recent changes in 23 I think.
It's the numbers which you need to focus on, they are not plucked from thin air and not just a token nod. There's some Intent here.
Morning all... I might be having an almighty 'senior moment' here, but having read, and re-read Resolutions 4 and 5 all I can see is the Company diluting my shareholding without any explanation at all about any equivalent 'upside' to these resolutions... unless the ~£16m mentioned in Resolution 4 is returned as a Special DIvi?! Am I missing something obvious? Appreciate your help and advice as always folks ;-) Thanks T

It's worth refreshing on the Isatay Operating Co that this is owned 50/50 by the following two Companies, and these are the historical facts that have led them to this point in time.
1.ENI Spa - The Italian Multinational oil Co
2.KazMunai Gaz - The Kazak state owned oil giant that also has shares in the other giant Kazak oil plays, Tengiz, karachaganak ( again with ENI as a partner ) Kashagan oil field ( with Eni and others ) etc.
The Kazak Government has tried to get the Korean Oil Co's to develop ABAY - they had a barge made to be able to handle these projects, it is 114m long and 40m wide, operates at 2.5 - 5.5m and is called the Caspian Explorer.
The Korean conglomerate didn't like the terms offered and sold this drill barge, someone who realised the ambitions of the Kazak Government bought it and mothballed it paying $1.2m per annum to keep it ticking over.
Once they realised this was costing them money and no drills were planned for the next few years they off loaded this asset.
Here is Clives RNS telling you to suck it up and Kuat wouldn't be paying the bill anymore.
"The Caspian Explorer became operational in 2012 at a time of relatively low oil prices and reduced exploration activity in the Northern Caspian Sea. In 2017, the Korean consortium decided to sell the Caspian Explorer by way of a competitive tender with the buyer being KC Caspian Explorer LLP ... The Caspian Explorer did not operate in 2019 or to date in 2020.... To date there are no confirmed bookings for the Caspian Explorer. We believe however, that as exploration activities resume in the shallow northern Caspian Sea we shall over time see interest in chartering the drilling vessel."
The Kazak Government then attempted to get the Indian State oil Co to develop Abay and they didn't like the terms offered so handed the licence back.
Finally the Kazak Government approached their well known partner ENI and offered them the licence.
In 2021 the Kazak Government wanted a better tax revenue and ENI cancelled the hire of the Caspian Explorer - ABAY block on hold again.
In 2023 the Kazak Government are more desperate / keen to find another major oil field to increase their tax revenues which are falling in real terms ( note 3ABest lies underneath DUNGA field ) so they relent on the tax breaks and ENI start to employ staff to proceed with exploring ABAY.
They will be drilling throughout 2024 and 2025, if there is any success then they will extend it to 2028.
From here on in the Kazak Government are getting desperate to replace their bigger oil fields that have been pumping millions of barrels of oil and condensate for decades so ENI will play ball and we will be hiring our ship more than once.

Caspian Explorer operating range 2.5 - 5.5 Metres - Specs supplied by the Korean consortium who built the ship ( not Clive ).
Water depth: 6 - 9 m. ( Note this was too deep for the C.E. so required an artificial island and some amendments to the boat for anchorage.
Distance to logistics base (Bautino): 160 km. ( The port where materials will be shipped from should you wish to monitor )
Main research targets within the post-salt complex of the Abay area are Cretaceous and Jurassic terrigenous deposits.

Operation details:
Environmental monitoring is performed by climatic seasons
Exploration plan of the Abay area has been approved
Technical project with EIA for conducting site survey at the drilling well location has been approved
Technical project with EIA for the well construction has been approved
Site surveys have been implemented at the drilling well location in 2020 and 2024 (NOTE 2024 )
Environmental monitoring was performed during site survey
Measures have been taken to release young sturgeon species in the Zhaiyk river as part of compensation for damage to fishery resources during site survey
Long lead items have been purchased - ( Note how the professionals do it )
Geomechanics survey of geological data has been conducted
Drilling rig was inspected ( this means they checked the alterations were done to their spec, theyve heard of Shin & Co! )
Blowout safety plan was developed - (spare rig on standby to drill into shaft and pump drill fluids and concrete)
Relief well plan and ejection velocity modeling have been developed to ensure readiness for emergency well killing using an additional rig
Environmental control program has been developed, industrial environmental monitoring has been performed at the Abay area (summer, autumn). ( NOTE they are ready to drill more than one hole here, drilling into AUTUMN )

$10 to15m minimum PROFIT for this year from one drill.
That one deal clears the debts...

No Sunday bullish posts, that says a lot. Probably another P&D exercise but not getting rich in this trading range. Regardless, needs some positive news to change the cycle. Whether that’s next week or might end, we need some positivity, probably starting with CE and B8. There is a positive, cheap stock if you’re a buyer :)

It comes when it comes. Hopefully in the next couple of years. I'm a relative newbie here, so perhaps can afford to be more patient than some. If I was told it was a choice between 28p this year or 42p in 2025, I'd wait another year, no question.

A5, is it blocked again? Adrianz find for flare licence shows they've tried.

The seller (s) must believe that CE not happening or shallows and Casper struggling on the cash front. Not impossible but highly unlikely. Always peeps with contrasting views , that’s why we have a market.

Strange that the exact amount the shallows was being sold for is put on here by the same poster who now tells us that A5 isn't flowing ... but that the ship hire is on target.
We have had the shallows price confirmed by RNS.
We know the ship has crewed up and set sail.
Would assume Carver has been loose lipped and that A5 isn't flowing!
Unbelievably it looks like the COO is replying to emails and telling investors market sensitive information!
How is that bloke still in office?

Plenty of examples from the past where we knew from other sources but Clive denied it.

Lack of flaring license .. but leading everyone to believe A5 was flowing.

During covid Clive said they were being delayed by the court - but the court records show they were give 4 oppourtinties and everytime just one day before the hearing they'd ask for an extension until the judge got fed up and threw their appeal out.

Re Caspian Explorer, I believe sp reacts as soon as barge starts moving,
802 is dragging but I believe 803 won’t be til end Q3 as with shallows dale but we have A5 I. The very near term, good or bad.

I don't think the CE drilling will move the share price and April is now nearly June.
They will have to finish off drilling the A5 Deep Well and the 803 Deep Well so they mobilize the two rigs back to Block 8 unless the they use the 806/155 rigs onto the Block 8 site, either way Block 8 testing is a while a way.
I would have thought a deal would have been done by now with a Specialist to remove the stuck pipe, the 802 Deep Well being closest to production after the A5 Deep Well, but it's looking like the 803 Dep Well will come in first - which is still a few months away if they're still drilling at a glacial pace.
As I've said only a Specialist onboard/ Block 8 license being renewed will move the share price in the short term, which still look some way off, other than A5 Deep Well flowing.
How does Clive know the government will renew the Block 8 license in weeks (now knocking on month(s) and I hope they do though if it's anything like his drill TD timescale estimates I wouldn't hold my breath.

It’s not the receipt of the cash, it’s the confirmation that it’s happening as there’s obviously doubt from PIs that it could delay or maybe not be the primary option. I don’t believe CE deal is priced in and also the fact that it’s a rubber stamp for future charters.
Also Block 8 updated. Yep that could be anytime but I last spoke to Clive in late April and he was very hopeful that it was weeks not months. That is another trigger for cash inflow, both from existing deep and the loan repayment and the big news ie testing both deeps drilled.
I also believe that it won’t be long before they start sticking holes in WS by no guarantees there until drilled.
Worst case we’re going to get a comprehensive update come FY accounts so latest will be end June but I believe we get material updates before then.

MMs will take it down but will build it up again but with so much material news due, we’re like to see some positivity developments.

As its small volume it hasn't triggered anyone elses fear rational into selling.

News is getting ever nearer but could it come in the 23 FY finals that could be published next week ? Post Covid era has seen publication at end of June and later as a result of last years suspension saga. Historically publication has been end of May and maybe the new accountants being smaller are a little more nimble than the previous incumbent.
If they are next week then we should have a current iOS update too that will cover everything hopefully. We’d see a profitable set of numbers but revenue will be down and liabilities substantially increasing. Only way they address that is by generating more profitable revenue which isn’t happening because of continuing sanctions, so asset sales are forced, the first being MJF/SY. The CE cash if/when it happens, will add a considerable chunk of cash and the hope is that that continues. If they receive both chunks of cash then they have options to acquire other assets, the key will be whether they can convert them to producers and strengthen the NAV. Don’t believe we get a divi payment initially but they’ll be cash rich and able to focus on finally proving up the deeps or getting somebody in. New CPR @ some juncture this year is likely following the lates deep drill results and we’ll know our fate re future of that campaign. If they achieve success at any, it’ll add huge value to our investment. Let’s hope that finally we get some positive deep news as that’s where we make a killing, finally !!
Their plan/strategy needs to be flexible and fluid dependant on results. Maybe I'm barking up the wrong tree with other asset sales and success is obviously key as it will give them options. If they did achieve success at any of the 3 deep blocks then it's transformational for the company. Lets take the biggest opportunity ie A block. If A5 flows, we know that investment requirements to deliver a thorough FDP will be considerable and maybe that's the time they bring in a competent partner with the technical expertise and financial strength to bring home the bacon. Same goes for the other blocks but success is key and gives them options, who knows, it may lead to a trade sale as an exit it further down the road.
Proving up their asset base was always the strategy and subsequent disposal of them or the company was the end goal, success obviously adding multiples to any valuation.
We know that Casper have to navigate the political challenges, the associated bureaucracy etc but they've managed to do this for 18 years thus far. The board are not getting any younger and I suppose the right price for any of the assets or company will always be considered.
Been here a long time, seen and lived the calamities and challenges to date but I actually believe that we're on the cusp of the creation of some real shareholder value. A high risk investment but maybe one that is just about to deliver sone or all of its promise.

50% of The Caspian Explorer was going to be sold to an offshore ( and hard to track country ) for $22.5m
That solved the short term cash problems as far as retaining a legitimised London listing.
Then the Boat hire for $10 - 15m profit was announced as proceeding and Eni said if this well flows there will instantly be more wells and the state contacts said this boat is going to be needed.
Course Change! Keep all of the boat it's worth money.
The concert party ( Kuat ) looked at the cards he was holding and decided to skin the cat another way.
They had been approached about the boat and about the shallows, he puts Block 8 into the Casp pot, buys West Shalva for not a lot and puts that into the Casp pot but pays himself from W.Shalva what he feels the boat still owes him.
The MJF monies of $83m are generally considered to be a low ball offer, but with the £1m up front payment on MJF plus the boat hire payment the plates are kept spinning ( remember they only needed $22.5m )

I think his game plan stacks up.
$83m minus the tax owed of $15 - 17m is overkill on cash flow required, expect everything to be paid off and a small Divi.

It’s an interesting one. They’re definitely tight on cash and you’ll see the liabilities column increasing in the 23 finals, hence the need to raise cash. The simple solution if all failed would be to dilute us with a Placing, that would be the last straw but would keep the lights on. Instead, they are flipping assets where required. Shallows are first up and the prod licence (if/when approved) on the deeps will probably see them on the list next, the valuation will depend critically on the next 2 key wells in play ie 803 & A5. Block 8 next, what’s the plan there come the prod licence approval ? Test the new wells and include with BNG ? Left with WS, the rig biz, the CE and a bucket load of cash. I am hopeful of the ‘sensational’ v the ‘calamitous H2, am fully loaded and we don’t have long to wait to really see the strategy.

The next steps in the sale process were to create a Shallow NewCo, then transfer two licences from BNG Ltd to it.
aiui, In September 2022 Block8 was optioned: licence transfer is still awaited, yet this NewCo transfer will occur whilst Absolute Resources LLP undertake their DD, and then the licence and operator transfer to AR will be needed to satisfy the SPA before completion and full payment.

West Shelva has passed the Waiver hurdle and has to now be awaiting the outcome of "The Acquisition will also be subject to approval by the Ministry of Energy of the Republic of Kazakhstan." Tick tock.
But "with production expected from both Block 8 and West Shalva later this year" the BOD must be hopeful the Licensing department will grant licences imminently, as currently no oil can be produced from Block8 and WS has no mention of a producing well. How late this year??
